A Sovereign Mind is a complete, autonomous stack: the data, the models, the memory, the reasoning, the policy that governs it and the authority that stands behind it. It participates in the network as a peer, not as a tenant.

COGNATION is designed so a participant can verify properties of another Sovereign Mind’s cognition without necessarily observing its private inputs or internal state. Zero-knowledge proofs, provenance records, hardware and software attestations and policy-bound computation are the primitives.

A precise boundary

What can be proven are properties: that a specified model and policy executed, on inputs with a stated provenance, within an attested environment, producing this output. That is not the same as proving a conclusion is objectively true. COGNATION keeps the two claims separate, and never conflates verified execution with verified truth.

As Sovereign Minds interact, the reasoning pathways that repeatedly produce useful, verifiable outcomes can be captured as persistent K-lines within the Distributed Cognitive Network. A K-line is a reusable cognitive structure — the shape of a successful line of thought, not a copy of the data behind it.

06Economic coordination

Useful cognition has measurable value.

Participants can contribute intelligence, proofs, models, capabilities or validated K-lines. When those contributions are consumed or independently validated, value can flow back to the contributor — settled through Actum as an accountable record rather than an act of goodwill.

This is coordination economics, not speculation: a way to make sustained contribution rational for institutions that would otherwise have no incentive to share capability.
